i am pretty sure yahoo maps will do it, haven't tried it yet though, got a street map on my wall

Mapquest has street maps of Tijuana. Just be sure to click the "Outside U.S. & Canada" link on the main page.
Another interesting site which allows you to search by street or colonia is http://coordenada.info.

you can't find streets automatically like US mapquest, but this is a great zoomable detailed map, please realize that you can center the map however you would like and hit the ''printer friendly'' button for a good view that you can add notes to

Perhaps you need to become familiar with tinyurl.com that took your 939 character URL and reduced it to this:

What happened to the Map Quest map of Tijuana. It comes up a blue screen with no streets. Seems like I once saw it online. Anyone have a better source for Tijuana's streets and Colonias?
Living with one foot one each on side of the border.
