You need to check the website for updates to spay/neuter locations. If you are in Tijuana call around with vets and find something around that price. If you go to one of these events you have to arrive at a specific time and wait in line so it might be more convenient to use a vet in Tijuana or the clinic in Rosarito.
There is a clinic in Rosarito that offers spay/neuter for $250 pesos.

Eutanasia - en casa o en la clinica - $ 250 pesos
