Hola! I'm a medical mmj patient, currently living in northern cali. I want to move to the Tijuana/Rosarito area (looking for an apartment/condo/casita). I am unwilling to discontinue cannabis use (I would then be forced back onto pharmaceuticals, with all their lovely side effects). Could anyone tell me how the police and military in TJ and BC in general deal with cannabis users of the boring variety? Anyone know of current pricing for cannabis?

100 percent not friendly, how the police and military deal with is they lock you up.
They have said to decriminalize small amounts but they bust people all the time for small amounts of drugs all the time and put their picture in the newspapers.
From many travel websites including the list of prohibited items in Mexico

Mexican officials do not care about your glaucoma, anxiety or other medical condition and will not recognize your medical marijuana card, period. If you are found bringing marijuana in any form into Mexico, you will go to jail.

I would not want to get arrested for anything in Mexico including MariJane. And don't think your embassy will get you out of any situation as you will pretty much be fending for yourself.

I would keep this your little secret and hide it the best you can. If you are American and caught by the polica get ready to pay a bribe if you want to get cut loose. They will use anything they can to scare you and extort money from you. It is best to be a clean upstanding citizen when you are in a foreign country.
With that being said I have been in TJ bars where people are smoking pot and doing lines of coke out in the open but I would not do that myself if I was into that stuff.

I'm curious as to who told you or where did you read that Mexico had liberal drug laws?? Even parts of California are not 420-friendly evidenced by sporadic arrests so why Mexico?

I wouldn't Risk it's not worth it!! There was a law that passed last year that decriminalized small amounts of drugs for Personal use but and heres the catch you have to produce Mexican ID you get 2 freebies but they will record your name if they catch the third time the state puts you into a rehab.But if stopped you would def have to pay a mordida and also gives them a good excuse to grease you every-time they see you!!! if you are unable to pay and the officer wont take you to the atm (have seen it happen) your off to the es Jail here are some pics.......TJ Hilton via LA Times

Don't transport marijuana across the border in either direction, even if you have a U.S. Rx card for it.
Legal amounts that adults (18+) can have in their posession in Mexico:
Marijuana: 5 grams
Meth: 200 mg
Cocaine: 500 mg
Heroin: 25 mg
Ecstasy: 200 mg
Amphetamines: 100 mg
Dexamphetamines: 40 mg
PCP/Angel Dust: 7 mg
LSD: .015 mg
Peyote: 1 kg
Mescaline: 1 gram
Halluncinogenic Mushrooms: 250 mg
Opium: (pure grade for smoking): 5 grams
Nalbufine (synthetic opium): 10 mg
Psilocybine: 100 mg
