Hello everyone, my name is Bryan and I'm a gringo from here in Southern California. In a few weeks I'm driving down to Tijuana to visit a friend. So I have some questions for those familiar with TJ and/or live in TJ.
I plan on parking my car in San Ysidro and walking across the border, if my friend can't pick me up will the taxis at the border take me down into Tijuana, she lives about 20 minutes from the border, and how much am I looking to pay for that?
Also should I bring as little stuff as possible I.E Credit Cards etc? Lastly, what kind of wait times will I be expecting to endure when I walk back across the border? Thanks!

Sorry but you're wrong
20 minute ride in a taxi will not be 5 or 6 dollars. 20 minutes is a long ride in a cab.
Been here 1yr 6mos, never seen or heard of a ped line of 2 hours.

I've taken Libres from Otay to Centro which is around 15 to 20 mins travel time and it is around 13-15 dollars during the day and over 20 at night. With the Libres meters unreliable it can cost a lot more depending on the Libres meter.
6 years ago it was only costing around 7 to 10 then the cost went up.
As Keyno pointed out 20 mins is a long time and can cost a lot but you can negotiate. I have Negotiated Taxis to Rosarito for around $25.00 before.
The Taxi Economicos have a sign up when you cross the border and it will tell you exactly how much it will cost you. 2 weeks ago I came back from partying at the Gaslamp and took a Yellow Economico from the border Taxi stand to Otay and it cost 80 pesos which was around a 15 min ride at 2am.
Like Richinc states the border waits can be very unpredictable. But give yourself at least 45 mins to cross just in case. In severe cases it can take more than 1 hr to cross. I have had friends stuck in the Ped line for close to 2 hrs but that was a few years ago. I think 90 mins was the longest wait I have heard this year.

Although you have a variety of answers here, I think if you could share with us the day of the week you will be traveling, the colonia your friend lives in and at what time you plan to walk back, then we could give you more educated answers.
I do recommend missing the yellow taxis and pick up a white libre on the other side of the glorietta.

It is $4 USD and a tip to Centro with Libre from here (near border); yea, like $10 or $14 to Otay or Playas or back.
Ok, so call me cheap ass....
And lines do last as long as 2 hours.... well, in 90F, sure as hell seems like 2 hours and I have just gone home when I have seen the line that long.
