Obama Care (mandatory) VS Mexican Health Insurance

For about half what Obama will fine me($1000) for not having medical insurance I can buy a good Mexican Health Insurance policy.
Question is... will proof of a foreign medical policy satisfy the US govt requirement to have insurance?
One of the MANY MANY issues I didnt hear discussed before this was rammed down our throats.

Yes, I think the mandatory health care sucks for those of who find better options south of the border. They are punishing those who do want to submit to the inefficient, price gouging American medical establishment.

There is some sort of exception for expatriates. I read about it and its complex. It does not apply to those whose residence is in the US and get medical care in Mexico.
