If you drive the border area of San Ysidro and Chula Vista south you will actually find many rental agencies that allow you to drive into Mexico and even offer the insurance which will cover you...

A car from Hertz in Orange County Airport is allowed in Mexico too. All rental agencies in San Diego airport allows that.

We rented a moving truck from San Ysidro Enterprise for part of the move down to Rosarito. No problem at all with MX insurance.

Although I am not a living in Tijuana just yet I just want to pass on that Enterprise does now allow you to enter Mexico with their cars. The only catch is they do not offer Mexican insurance so you must purchase that on your own.

Dollar and Thrifty also allow cars into Mexico...
