They seem to be doing OK. Also to be the most upscale of the downtown hotels and motels. I've heard that is a problem with street noise (just like the Hotel Nelson). So unless you sleep like a rock get a room that's away from the noise generated by both the street and Las Pulgas.

Hotel Ticuan is definitely one of the nicer hotels in Tijuana and truly deserves four stars. Benefits are friendly staff, nice rooms and a reasonable price for what you get and free parking in a garage.
Drawbacks are noise from the police station and from the dance club Las Pulgas. Fortunately the hotel has double paned windows to help keep most of the noise out. Internet access in the rooms is spotty and slow so don't expect constant connections for those laptops or smart phones. There is a business center with computers and wireless access that is strongest in the lobby. The Restaurant/room service and bar are good, but are priced in accordance with the four-star rating, not not much more expensive than the Sanborn's restaurant across the street.
Quick hits to eat are the corner of Av Revo and 7th. There is a small restaurant and the OXXO or 7-11. Just around the corner at Av Constituccion and 8th is the Soriana grocery a taqueria and a coffee house with some food. Unfortunately the closest and one of the best torta shops in TJ (Tortas Pulpos) went out of business.

I find the restaurant to be unbelievably inexpensive when having breakfast a few weeks ago. Girlfriend and I ate for less than $10, and I had two eggs over easy, crispy bacon, potatoes, beans and an Orange Juice. LOL..not sure what she had.

I stayed at Hotel Ticuan, (April 16-17) and its very impressive, all they need is a casino! My wife and I, with another couple stayed for a couple days in the jacuzzi suites and really just hung out at the gourmet restaurant called Albahaca and a very nice bar, went across the street to make a bet at Caliente Sports Book....( Padres lost! NO HITTING!, but thats another story) Nice thing about the Hotel its in the heart of everything, went to some bars and really had a good time! We felt very secure, as there is lost of security and staff is great, they all speak english.....

We just got back from a stay at Hotel Ticuan. Great! Yes, it does deserve the 4 stars. Front desk said it was three years old. Lots of granite and marble everywhere. Plasma TV. Room was very quiet with no noise from the street. Free indoor parking just a few feet from the front door. Euro-Spanish modern, a pleasant change from north of the border. Web site is Spanish only. 700 pesos with 50 peso discount for online reservation.
Only negatives are the very hard pillows and no reading lights on the granite topped bedside tables.
Inexpensive breakfasts at a very tasteful restaurant and a nice bar a few feet away. Big screens everywhere.
Very friendly and helpful staff. They answered a couple of email questions promptly. Requested and got a 6th floor room with a good view.
The $47/night is about what the the tax would be alone in New York.
