Most of the areas I know of in Tijuana have water trucks driving by often "Agua! Agua! AGUA!", you don't? Sorry I don't have a number. If you see one of these trucks in another area note the number. Also ask the nearest water place if they'll deliver for a tip.

They did have Sparkletts in Tijuana but it was more expensive than the others and no better. Once you are able to catch the water guy that comes by once he is almost positive to start keeping an eye out for you the next time.

Here is a web link with contact information for sparkletts and other purified water vendors in Tijuana. Most likely most of these vendors provide service to Rosarito as well.

The water trucks come by 2-3 times a day where I live. Can't beat the price either I buy 2 big jugs of water and give the guy 3 dollars. Its 12 pesos for the water and I give the guy a tip.
