There's a school in Col. Lucio Blanco (near maquiladora Segi and Sharp) that tends to children with special needs , though I don't know what those special needs are, and i' is not a private school. Maybe they can give you information on other schools in Rosarito. Check escuela 5 de mayo 613-3964, and martires de cananea 613-1123 i's a pre-school.

There are a lot more schools to choose from in Tijuana, I know i'ts a long drive, I take my 3 year old to kinder garden everyday to a tiny school near my mom's house in Tijuana and it's hard on her and it's hard on me, but I just don't trust anybody but my mother to take care of her .

Most of the areas I know of in Tijuana have water trucks driving by often "Agua! Agua! AGUA!", you don't? Sorry I don't have a number. If you see one of these trucks in another area note the number. Also ask the nearest water place if they'll deliver for a tip.
