Washington Dental on Revo across from Sanborn's. They do not aadvertise, but work off personal refs.
I have had extensive work done there: two extractions, one crown, one two-tooth bridge, one three-tooth bringe, one root canal at less than what I would have paid for a molar root canal in the US.

I think Ryu meant 10 AM. I've had beer at lunch many times - about noon-1pm local. Probably the biggest problem is their border crossing has limited hours. I do not think it is 24-hour and closes about 10 pm. It does get hot, but then Mexicali is known by Mexicans as the place where the devil goes to dance in the summer.

You are right, US insurance should cover anything that happens in Tijuana. Whether or not living there affects that, I do not know - better have a US addy where they can come and look at any damage suffered while you were "visiting" in Mexico.
US insurance will not suffice for Mexican purposes.
Years ago, when I drove to and lived in Guadalajara, I had Sanborn's Insurance. Unfortunately, their closest border agency was in Mexicali. I arranged the insurance through a friend in Guadalajara and all the documents were faxed back and forth to cover my trip.
