The Boletin Judicial of Baja California lists all the court cases that are filed.  It is available online at http://www.poder-judicial-bc.gob.mx.  The problem I have with it is you can only view one day at a time.  So to find a case you have to check many,  many pages.  

I set up program to download all days for the last 10 years (if they go back that far).  Then I am going to convert these to a searchable database. It promises to be a massive file.  If anyone is interested I can pass a copy when it's done.
