Years ago this man was the city manger of Tijuana and is a former federal prosecutor. He strikes me as the type of guy who after spending time in government service has entered the private sector to cash in on his knowledge and connections. He looks like the type of person who knows people and where the backdoors and loopholes are; also how things really work in Mexico.

Does he require a retainer or does he have a set price on his services? I've heard that name mentioned before. Is his family related to the Real Estate Bustamantes?
