Cablemas pretty much excuses itself from any failure to deliver proper service. :x Occasionally several key domains fail to resolve and websites are unaccessable. I call customer support, and they say "it must be your firewall". I turn off the firewall and it still happens. They say it must be something else with the computer.

Well, I know someone who for the hell of it decided to get Telnor DSL at the same time to prove Cablemas wrong. When sites wouldn´t come up for Cablemas, they came up for Telnor. When they wouldn´t come up for Telnor, they came up for Cablemas. ON THE SAME COMPUTER Customer service kept hanging up or promising to call back. :x

Fortunately Cablemas has fixed whatever problem they were having, and there haven´t been any problems recently.

1 - Sometime around 1:00 this afternoon Mercedes was at work and the Corolla was park on the street while she was working. Upon leaving she noticed that the drivers side had been side swiped. She checked with parties in the vicinity and one came up with the " blue bus line " as he saw it leaving the scene but did not get a number. Makes sense as blue paint is all over the damaged area.

We went to Playas police to file hit & run and I spoke for 30 minutes with the judge. Nothing can be done... as the number of the bus was not noticed by some bystander. Hit and Run / Parked Vehicle

2- 7 months ago the same vehicle was side swiped on passenger side while parked in our stall at the condo's. Happened late at night or early morning and was seen by Adriana ( #A bldg ) who describe vehicle as a big pick up with big wheels. She did not offer this it was only after I knocked on her door and inquired. Hit & Run. / Parked Vehicle

Mercedes went to Playas police to file Hit & Run, they referred her to some station down in Centro so she went to Centro. They referred her to some station 1 mile up the road which she walked. When she got there another excuse was given and she finally left without ever filing a simple crime report

3- 13 months ago I came back from States and was legally parked in front of condo's unloading items bought in the states. A tenant backed into the drivers side and rear area while trying to exit. He was driving his wife's car who had Mexican Ins. Spent 6+ months of frustration trying to get a fair settlement and I know at least $250 went into the adjuster's and body shops pocket as in scam. Took it to the DOI but they could careless. Parked Vehicle

4- 2 1/2 years ago Mercedes was at a red light stopped and some blind Mexican rear ended her. Claims he never saw her and naturally had no insurance. 90 Chev Lumina which was a piece of shit when she bought it but I put a lot of money into making it dependable for her.

5- 3 years ago Mercedes was getting into the Lumina after dropping off a family member at the parking lot line. Some asshole saw the car and went crazy. Intentionally rammed his big Ford Crown into the left front wheel, head on. Cowards, as they all are. Hit & Run ( felony) / Parked Vehicle. No police would take a report

6- 4 years ago at 11:00AM Mercedes was at a red light stopped in her Lumina when she was again rear ended , this time by some drunk asshole that didn't know a car is suppose to have brakes. Hell. it's a wonder the car could start or he could find a key to start it . He stayed to answer only because Mercedes was in front of him and another party was behind him who was concerned... Could not Run but what the hell didn't have insurance didn't have brakes and it wasn't even his car. Hell he didn't even have a drivers license or address.

Hell I haven't even got into the fact that I have pulled enough nails and screws out of tires in the past 4 years to build a house with. Only problem is this piss ant place has no wood to build a house with.

Normally you have to get a license plate or fleet number (in the case of a transportation company) to be able to file a successful report.

In the US it would be somewhat difficult to pursue "some big truck" seen by a bystander also!

I do not understand the " some big truck " reference could you please explain how a truck got involved. If you saw ( as in witness ) something I would love to speak with you off the blog as a witness to a crime.

Pray tell me your thoughts behind the rest of my post . Believe my post was under " Why I'm Sick of Tijuana " and not under how to identify a Hit and Run vehicle. Am I wrong ?

I was referring to the cases that involved unidentified vehicles. The results were not necessarily unique to Mexico.

As far as the uninsured drivers at fault, aren´t they supposed to be detained until some payment plan is worked out? That was my understanding of how things worked down here. But then again that involves hours of waiting and paperwork.

I was with someone once when he was sideswiped by a Leche Jersey truck. We got photographs of the driver and his license plates before and as he was making his getaway. Upon presenting the damaged car and the photographs to the offices at the pasteurization plant in Zona Norte, they tracked down the driver, called the insurance company, and all repairs were paid for. The insurance company gave a 1,400 US check to the affected individual, and the repairs ended up only costing 800. Granted this took a half a day at the plant and several hours at the insurance company.

Not everything ends up on a negative note here. After that happened, I almost always buy Leche Jersey. LOL

Yes, the amount of time it takes to pursue anything is daunting down here, but sometimes it is worth it. I would have pushed the envelope against the drunk driver and demanded some sort of settlement. It would have made his life miserable. Down here, you have to have patience and be a "polite squeeky wheel".

As far as reporting crimes like this after the fact, normally it has to be done at the Ministerio Publico or the Procuraduria...depending on the jurisdiction. This is a major component of the ineficiency of the legal system down here. In general, the average Tijuana police officer is not trained in investigation....just prevention...the investigation job is for the Policia Ministerial/Judicial or for the state and federal agencies. This has come up as a campaign issue for the mayor´s race as most people are fed up with the way the system is currently structured.

BTW Did you know that the average municipal cop here does not have the authority to pull somebody over just for the lack of current tags? They can only raise the issue if they first pull one over for a traffic infraction or at a reten.

I wasn´t negating your frustration, just mentioning that a couple of the cases would probably have been lost causes in any jurisdiction. The rest....well I agree...one shouldn´t have to memorize the functions several agencies to effectively pursue routine justice mattes. Hopefully the next state and local administrations make good on their campaign promises! I´ve been down bureaucracy and paperwork trail a few times myself down here helping out other Americans. Usually results are obtained, but its a lot of waiting and lost time.

I am sorry but I do not understand your post.

Thought my statement was clear and I'm sure if you read it again you would not find reference to Oversized trucks, Leche Jersy trucks, Zona Norte, insurance companies...or anything else you have chosen to introduce. Why must you confuse simple issues , however painfull , with your wisdom..?

I have spent 30 years in casualty insurance and there are two ( 2 ) things that I am comfortable with.

1- There is nothing you can teach me on the subject so please save it.

2- Your wisdom ignores the other accidents in my post. Why is that ?

Tell me did you understand my post was under Why I'm Sick of ( whats the name of this place ) or " A Waste of Time and Money " thread. Thought it was fairly clear that most everything mentioned was a waste of time and money here.

Since this is under the Sick of Tijuana thread; it was mentioned in my original post that 30 minutes was in discussion with a " judge ". He came into play because upon parking to file a police report I later understood I parked in his reserved spot ( Thats funny ). He had no problems with it and we became respectfull of each other . Very nice gentleman and a dedicated man. Wish there were more but with the position comes the need of carrying a fire arm .

May I inquire, have you ever had a ( any ) discussion with a judge that carries a fire arm/ pistol ?

I don´t know if they were carrying firearms, but yes...I have spoken to judges here...and yes they seemed like nice people. One time it was to give testimony against people that had pickpocketed me. Everything was recovered...down to the last dollar. Of course there was a 4 hour wait at the Ministerio Publico to sign for and recover my belongings.

As I stated...the mentioned inefficiencies of the legal system address the other accidents. Those comments kind of go along with the spirit of this whole thread "sick of Tijuana". Everybody is sick and tired of that aspect.

Also it sounds like a lot of bystanders aren´t too swift with noting information. Another point nobody is arguing with. There are too many apathetic people that aren´t concerned unless it directly involves them.

There is no doubt about your knowledge about causuality insurance, but the Leche Jersey incident was a real case and an example that not everything here ends up as a case of fraud or corruption. The insurance company involved was ING, which is a reputable multinational company. .....I just thought it would be good to present a positive outcome that has happened here.

My point is that not everything has a negative result when it comes to these issues in Tijuana. But there are lost causes....of course; and it sucks when those situations happen. I wasn´t trying to take away from the tragedy of it all
