The Infonovit apts. go as low as $250. And as high as $475 which is unbelieveable. Size and structure wise, I believe they are all the same except some are 3 bedroom types instead of the usual 2. But interiorwise, there can be huge difference.

Are they American Citizens? I dont understand why they would pay that much rent if you can purchase a nice home in the US for that much a month.

No they are Mexican. They are from Sinaloa and I don't have any idea why they pay that much rent, other than it is a very nice house and large. They may not be planning on staying here very long, or they can't afford the down payment or the Mexican financing. Also, they are not the only ones paying that much rent here.
The security provide is super.

I have A LOT more faith in the Tijuana Police than I do of the Keystone Kops of San Diego. I have been robbed twice in TJ and had a third attempt in December. The first time the guy WENT TO JAIL. You have to make sure you sign a complaint against them before they can pay a bribe and get released. The second time I couldn't catch the guy because I was carrying too much stuff and the third attempt I took the guys eye out with a pen and he gave up and ran away. I have been robbed three times in San Diego and had my car stolen twice. I have yet to see San Diegos most brain dead even attempt to do anything.
I now live in Independencia, just up Ninth Street from Revolucion and have No problems in my area. Down the hill at the corner of 7th and Ninos Heroes is were the guy attacked me in December.
