Playas de Tijuana is also 'in Tijuana'. It's pretty difficult not to have an ocean view there.
Otay is a large delegacion. Some parts are ok but some parts are horrible. It's often hard to generalize in Tijuana, areas can be very different only a block or two apart.

TJ has many spectacular views which don't always have to include the ocean. The closer one is to the beach will certainly mitigate the climate with cleaner air and cooler breezes.

Great.. Any suggestion as where to go? I really wouldnt mind the breezes this summer BUT I hate cold.. do I will need to be in the warmest possible place...
