What's the OFFICIAL passport requirement?

My friend thought he could get his passport within a couple weeks but he's sorely mistaken. Another friend's having a party at his villa in Rosarito Beach...

So will my friend still be able to get through with a birth certificiate and an ID? They seem to be delaying the passport requirements...

Technically speaking they will let him the country with those documents. He should be prepared to be verbally scolded and possibly sent to secondary, but they will let him in.

have a copy of birth certificate, valid id, and a receipt of passport/passcard purchase.
this will get him thru no problem.

There are always people in front of me that don't have passports and they get through just fine. Some will be handed fliers letting them know they need passports. In my opinion there is no offical passport requirement.

My sister and niece went through on Thanksgiving with no passports, and they said there was no problem.

I crossed w/o a passport about a month ago. They let me through no secondary. My thought is if you're a U.S Citizen, they can't deny you entry.

Sometimes I forget mine and I have no problems crossing. Never been put into secondary but did run into a few angry agents who told me I would go into secondary next time.

A couple of years ago, my passport expired and needed renewal. You can save some of the fees by turning in the old one for a new one. I decided to replace the old passport with a new passport card. I asked the ICE guy at the border what would happen if I didn't have my old passport and was waiting for the new one. He said a receipt for the renewal application would suffice plus a photo ID. Better yet, do bring the birth certificate with the receipt and photo ID.

You can get a passport card without having to turn in your passport book. There is a certain form for that which can be found at state.gov I did it this way and gave them my birth certificate so I could keep my passport book. They return your birth certificate around the same time in the mail that you get your passport card.

this is true, but its cheaper if you send in the old one. like 25 bones.

You can get your passport / card in 2 weeks if you do it at the consulate here in TJ.

That's right. You save about $20 IIRC. And they do send the old one back to you.

My old one had sentimental value because it had visa stamps from Saudi Arabia, Kuwait, Bahrain, the Emirates, South Korea, and Brazil. Reminds me that I've had a memorable and full life. So I was happy to get it back.

currently im crossing with an expired passport. they say its not a problem, i ordered my passport card on feb 2, i'll see how long it takes.

Mine came within 1 month and that was around the deadline. It was a waste of money since they are not enforcing the rule at the borders. Months leading up to the new rule they said all kinds of garbage like secondary, long waits, fines not being able to cross etc...
Half the people at the border don't have passports and they get through faster than me sometimes.

Which form did you use to do this on state.gov?i currently have a passport book want a passport card but don't want to turn in passport due to daily border crosser issues without passport.I presume you send birth certificate.if you could more info please.thanks johnny

i got mine at the local post office. it was just the regular application for a new passport card. the other form would be for a renewal.

CB posted the link. I believe it was form DS-11 (I did it when they first came out so I am a little fuzzy). I just printed the form out and filled it out per the directions. Made an appointment with the post office. I gave the guy at the post office my birth certificate, 2 photos, drivers lic and a check. They took the form and the birth certificate to send in for processing. I got the card a few weeks later and the birth certificate was sent back to me in a different letter. I kept the passport so I could continue to cross the border with it. I am sure processing times are quicker now.

Okay... here it is again... my friend has no passport and this thread's a couple years old... so... what's it like now if I tried to come across with a friend who has no passport? It's a different friend this time smile.gif
